The beginning of this project was the encounter with the land which has held the "vein" of tradition, the land where a historic kiln site was excavated. Therefore, the project began with respecting and interpreting the "land." Planning the lower structure, we designed a cultural podium by introducing the hill within the site bearing the kiln relics, deep inside the building through the outdoor deck. Planning the upper structure, the main office, we elevated it from the lower structure so as for the natural flow in back to communicate through the piloti at the lower level towards the city, while finishing the bottom of the upper mass with an elegant curve so as to embody the beautiful lines of porcelain and make harmony with the rear flow of mountainous topography. The council office protrudes from the main office and the lower structure towards the citizens, and embodies the general meeting hall inside as a large moon jar, as a landmark to express the identity of the local area.
